7.7.3 Applying for a Passport for a Looked After Child

The guidance below has been produced by the UK Passport Service. These procedures should be followed for any applications for passports for children who are looked after by Newcastle City Council.

Passport applications can only be signed by the Head of Children’s Social Care or the Executive Director. Once a form has been completed it must be forwarded for approval and signature.

All Children who have been Looked After by Newcastle City Council for a period of nine months or more should hold a current passport. A passport should be applied for once the Permanency Plan has been agreed and there is no likelihood of the child returning home.

A risk assessment must be completed by the appropriate Manager if the child is leaving the country under any circumstances.
